Part 107 is the rulebook. If you’re flying a drone under 55 pounds for anything other than pure recreation, the Federal Aviation Administration considers it a commercial operation, and Part 107 applies. Several states, including California, Texas, and Florida, have enacted drone-specific privacy laws that restrict capturing images of private property or individuals without consent under certain circumstances, separate from any FAA airspace rule.
Commercial shoots involving recognizable people carry extra exposure.
